Neighborhoods Matter

The Dayton’s Bluff and Payne-Phalen neighborhoods of the St. Paul’s East Side have undergone major demographic shifts over time. Today, for the first time, the East Side is a majority people of color community.

According to the latest census, this increasingly young and diverse community is living in poverty at greater rates today than they were a decade ago. Though the community boasts rich ethnic and racial diversity, it is suffering with some of the largest racial disparities in the country. Over the last few years, however, several key investments have been made and a few strategic initiatives have begun that point to a new, revitalized future for the East Side.
